Gunshot victim dies in hospital, police say

A man who was shot in Vancouver's Fourth Plain Village neighborhood Thursday evening has died of his injuries.
Jose S. Avila, 34, died at 7:55 p.m. Friday at Legacy Emanuel Hospital in Portland, according to a Vancouver Police Department news release.
Detectives from the VPD's Major Crimes Team and Portland Regional Gang Task Force are continuing their investigation, according to the release, which offered no additional details.
Avila was shot at approximately 8:51 p.m. Thursday. That’s when officers were called to the intersection of East 26th Street and Fairmount Avenue to check out several neighbors’ reports of gunfire.
When officers arrived, they located Avila inside his vehicle, a gold Honda sedan, with a gunshot wound. The passenger in the vehicle, Anthony Tirado, 24, of Vancouver was uninjured.
Police said Friday that they have “limited suspect information.”

BY JOHN BRANTON, Columbian staff writerA three-time convicted sex offender who raped a 21-year-old woman has moved to 3104 Drummond Ave., in Vancouver's Fourth Plain Village neighborhood.
Barry Lewis Brown, 47, is classified as a Level 3 sex offender, the group considered most likely to commit new sex crimes, according to a bulletin from the Clark County Sheriff's Office Sex Offender Registration Unit.
In 1990, Brown was convicted of first-degree rape in Clark County, officials said. He forced himself on a woman he'd just met in a bar and threatened to harm her if she reported the attack. He was sentenced to 10 years in prison.
Brown was convicted of aggravated battery in 1981, the bulletin said. While in prison, he served as a lookout while another inmate forced a third inmate to perform oral sex.
In 1977, Brown was convicted of unlawful restraint, after fighting with his 16-year-old girlfriend and detaining her illegally.
He is white, 6 feet 2 inches tall and 200 pounds, with blond hair and blue eyes.
While in prison, Brown declined to take part in sex-offender treatment.
Currently, he's being supervised by the state Department of Corrections and monitored by the sheriff's sex offender unit and the Vancouver Police Department's Sex Offender Tracking Unit.
Nearly 1,200 sex offenders are registered in Clark County, including about 50 who are classified as Level 3, based on their criminal histories, number of victims and other factors.

So I went to the neighborhood association meeting tonight. They were electing a new board and nobody volunteered for the secretary position and I offered to take it. I've always wanted to be more involved in neighborhood stuff, but it didn't seem like we had much going on, so I'm glad to be "in the know" now. I hope we can get some more involvement! And, I hope that it doesn't take up too much time. I just realized that our first meeting is at the same time as the local co-op meeting (sigh), guess I'll have to make the next one...
